The Integrated Management, Establishment and Upgrade Project of Drinking Water Management System and Drinking Water Source Protection Area Geography Information System

The project maintains, updates, and expands the "National Drinking Water Source Protection Area Geographic Information Website," "Drinking Water Management Information System," and "Drinking Water Management Website." The project also reviews and adjusts the announced area within a certain distance from drinking water source protection areas and intakes, and updates the manual on strategic environmental assessment. Related tasks have been completed according to the terms and conditions of the contract and the organizer's requirements this year (2018). Results of the project are summarized below. The National Drinking Water Source Protection Area Geographic Information Website is now linked to the database of the Department of Land Administration, Ministry of the Interior (MOI), so that the latest cadastral data can be immediately accessed whenever changes are made. A total of 32,839 data access services were provided this year (2018), nearly doubling compared with the year before (2017). This shows that required information can be more effectively provided by linking to the Department of Land Administration's database. A spatial display function was added for drinking water laboratory information. The function displays laboratory results by spatial location on the geographic information mapping platform. Information on direct drinking fountains in Taipei City and water treatment plants of Taiwan Water Corporation was provided on the drinking water geographic information platform. The project redesigned functions of the site survey app and website management platform, optimized site survey tools, and displays and analyzes drinking water related information on maps to help better decisions to be made. For the Drinking Water Management Information System and Drinking Water Management Website, the project added functions for drinking water performance evaluation reports and drinking water management progress tracking in 2018; added a toxicology data inquiry function for water treatment agents, and added a display function for non-conforming items of water source water quality; revised the criteria for non-conformance of agents; conducted 45 regular inspections of the Drinking Water Management Website, updated website information 17 times, including drinking water quality sampling test results, and assisted with the release of 10 news reports on drinking water. For the Drinking Water Management Information System, the project continued to expand inquiry and statistics functions to aid the implementation of drinking water management and provide citizens with the latest information on drinking water on the Drinking Water Management Website. In addition to system expansion and maintenance, the project assisted with the review and adjustment of 135 drinking water source protection areas nationwide, and also improved the precision of maps. The project has completed 99 protection areas announced by county (city) governments this year (2018), provided digital maps and impact analysis reports relating to the review and adjustments, and made 288 maps on a scale of 1/5000. The project also completed revision 6 to the Manual on Strategic Environmental Assessments for Change of Drinking Water Source Protection Areas (draft), and provided it to the Environmental Protection Administration as reference for policy implementation. The Meeting for Review of National Drinking Water Management and Information Operations held on November 7 was attended by 56 people. Information security, backup, and performance testing was carried out based on standards of the Environmental Protection Administration. In summary, the project has completed the tasks required by the contract, and has increased the depth and breadth of drinking water information through the expansion of geographic information systems and statistics inquiry functions, which further aid the implementation of drinking water source management, as well as auditing and testing.
